I don't have the mangas on hand but I thought Kotori was buried on Clamp Campus. I might be misremembering that though. That might change the legalities maybe.

In a park on Clamp Campus, yes. But the school grounds hardly qualify as a cemetery, either. Something about that is legally fishy, imho.

Well it's a privately owned property. Now, that doesn't have to mean anything but I visited a lady in New Zealand who had buried her mother in her garden and planted a tree on top. (didn't make me think of the sakura tree AT ALL... >_>) granted I don't know if what she did was legal but she probably wouldn't have told me about it if it wasn't so it's possible that you're allowed to do this in some countries. *shrug* For some reason it didn't even occur to me that it might be illegal at the time. :/

Well, maybe it's okay to do so in New Zealand and not to do so in Germany. Which is why I'm trying to find out how it is handled in Japan.
Of course, there's also the aspect of "Kamui" being responsible for more than one violent death, with Kotori being the first victim. Something clearly tied in with this.
