Detective Kobayashi is a male character from Man of Many Faces and already appeared in the last Interregnum. I have him as senior detective Kono's partner (Kono is the burly detective from Tokyo Babylon OVA 2).
For what Subaru did: the hint is in Tokyo Babylon vol. 1 (If the scene stays as it is, that is; at this point in writing it's quite possible that things are turned upside down and around again.)
Re dental: it is. There are still a few appts left, but those don't involve multiple hours of being knocked out, so... :D
